Suite au tsunami du 26 décembre 2004 dans l'océan Indien, Pierre-Gildas Fleury, ingénieur des Pêches de formation et directeur de recherche à Ifremer de La Trinité /mer, a pris une année sabbatique (juin 2005-juin 2006) pour piloter le programme de l'ONG ACTED (Agence pour la Coopération Technique Et le Développement) de reconstruction de la Pêche à Meulaboh sur la côte ouest d'Aceh (Indonésie), sur financements de la Fondation de France et de collectivités bretonnes (Région Bretagne, Conseil général des Côtes d'Armor, communes de Fougères et d'Orneix) Il donne ici son analyse personnelle des nombreuses difficultés rencontrées et de la situation actuelle de la Pêche acehnaise deux ans après le tsunami. |

Marine protected areas are a laboratory of integrated coastal management. Driving the MPA system requires the implementation of a battery of indicators of governance. This governance must take into account both the internal dynamics of the system and the threats coming from the system environment. As part of a research project funded by the French Ministry of Ecology, (Liteau program), 4 coral reef MPAs were selected as pilote studies (St Martin in the Caribbean, Reunion and Mayotte in the Indian Ocean, the South Lagoon of New Caledonia in Oceania) to develop jointly between scientists and managers of MPAs governance indicators. This study is the second part of a former report rapport Ifremer DRV/RST/RA/LCB/2002-08 dealing with rearing methods, growth and mortality performances, and problems encountered by the oyster farmers from Quiberon Bay (2800 ha of leases) : the first report relied on a survey achieved in july 200l, about 18 oyster farmers, and 2 diving campaigns (july and october 2001) on 2 years old oyster batches from the same farmers. Il is now completed by a last campaign of diving in october 2002, on 7 parcels out of the 18, still bearing the initial oysters. (Not controled OCR) The French King scallop farming method (hatchery, intermediate culture in cages nnd sea-bed extensive ongrowing) has been developed since 1983. A multi-steps project analysis has been carried out to estimate the economic feasability of the rearing activity. Because there is no market for spat in France at the moment, the project concerns the whole production cycle from hatchery to harvest. The project is designed to supply 150 m.t. of maketable scallops, which is the expected French farmed production in the near future. Oyster mortality was monitored at multiple sites along the French coastline (around 5 500 km) between 1993 and 2005. Mortality data for one- and two-year-old oysters were collected over 1012 years in 39 oyster culture sites bordering 3 different "seas": the English Channel, Bay of Biscaye and Mediterranean. Combining these data with records from environmental monitoring databases, 11 of these sites had consistent chronological data sets including both environmental data and mortality records. Mortality in one-year-old oysters was clearly summer mortality (49% of their annual mortality) whereas mortality of two-year-olds occurred mostly in spring (51%). Every year, from March to December, the IFREMER / REMORA network carries out a survey of mortality, growth and quality criteria of two oyster batches ("juveniles" = one-year ciass ; and "adults" = two-years class), distributed among various stations of the main French oyster areas. In Brittany, this network includes 11 points, to which regional points can be added (15 in 2000). With regard to the Breton stations of the network, the year 2000 showed rather low mortality rates, excepted mortality of several oysters when transfered to the sea.
